Yes. Mercari's 10% selling fee is charged on the item price plus buyer-paid shipping. A $30 item with $10 shipping has a $40 fee base, so Mercari takes $4.00 — not $3.00.
On its own that is a small effect. It becomes significant when shipping is large relative to the item price, which is exactly the situation with cheap bulky goods.

The column that matters is the last one: the fee expressed as a percentage of the item price, which is the money you actually care about.

A $100 item with $8 shipping pays an effective 10.8% — negligible. A $12 item with $15 shipping pays 22.5%, which is worse than Poshmark. The rule of thumb: once shipping approaches half the item price, Mercari's flat 10% stops being flat.
Free shipping vs buyer-paid
Both options cost you something — one in postage, the other in fees. Which is cheaper depends entirely on the ratio between the label cost and the item price.

On pure maths, letting the buyer pay always nets more — you give up 10% of the label cost instead of 100% of it. Free shipping is a conversion tactic, not a margin one: Mercari surfaces free-shipping listings more prominently and buyers filter for them, so the question is whether the extra sales justify the cost.

Poshmark charges 20% but excludes shipping from the fee base. Mercari charges 10% and includes it. On heavy items those two facts pull in opposite directions:

Practical rules
- Weigh before listing. Free shipping on a package you guessed at is the most common way Mercari sellers lose money.
- Free shipping on light, high-value items. A $60 item with a $5 label gives up little margin and gains real visibility.
- Buyer-paid on anything heavy. Absorbing a $15 label on a $25 item is rarely recoverable.
- Build the label into the price if you offer free shipping. Add the label cost to the item price and then divide by 0.9.
- Bundle heavy items. One label across several pieces spreads the cost the same way it does on Poshmark.
