Etsy passes through discounted carrier rates
When you buy a shipping label through Etsy's Shop Manager, you get discounted commercial rates (similar to what large-volume shippers negotiate) rather than retail post office pricing. Etsy doesn't add a markup on top — the cost you see is the carrier's discounted rate.
Label cost vs. what you charge the buyer
These are two separate numbers that determine your shipping profit or loss:

Remember: the transaction fee applies to shipping charged
Whatever you charge for shipping, Etsy's 6.5% transaction fee still applies to that amount. This means even "break-even" shipping (charged = label cost) technically costs you a small amount after the transaction fee is deducted — worth factoring into your overall pricing.
